Kampala, Uganda — The National Resistance Movement (NRM) Parliamentary Caucus has unanimously endorsed the government’s proposed budget priorities and backed the controversial Sovereignty Bill, signaling strong unity within the ruling party.
The resolutions were reached during a high-level caucus meeting chaired by President Yoweri Museveni at State House. Legislators used the meeting to align on key fiscal and legislative strategies aimed at strengthening Uganda’s economic resilience and safeguarding national independence.
Economic Growth Takes Centre Stage
Caucus members revealed that the approved budget framework places emphasis on wealth creation, infrastructure development, and investment in critical sectors such as agriculture, manufacturing, and tourism.
Lawmakers stressed the importance of maintaining macroeconomic stability while tackling key national challenges, including youth unemployment and regional disparities.
“The focus is on ensuring that every Ugandan participates in the money economy,” one legislator noted, pointing to ongoing government initiatives designed to boost household incomes and support small-scale enterprises.
The budget is expected to prioritize funding for road infrastructure, energy expansion, and digital transformation—areas considered vital for accelerating economic growth and attracting investment.
Caucus Backs Sovereignty Bill
In a significant political move, the caucus also endorsed the Sovereignty Bill, which seeks to strengthen Uganda’s autonomy in decision-making, particularly in the face of increasing external influence.
Supporters argue that the proposed legislation will protect national interests and shield the country from undue foreign pressure, especially in matters concerning governance, culture, and economic policy.
“This is about preserving our independence and ensuring that Uganda’s destiny remains in the hands of its people,” a senior NRM official said during the meeting.
However, the bill has sparked debate among civil society organizations and opposition leaders, some of whom warn that it could affect Uganda’s international relations and donor partnerships.
Unity Ahead of Parliamentary Debate
The caucus meeting highlighted the NRM’s commitment to maintaining cohesion as Parliament prepares to debate both the national budget and the Sovereignty Bill.
Party leaders urged legislators to remain disciplined and united to ensure the smooth passage of the government’s legislative agenda.
Political analysts say the move reflects a broader strategy by the ruling party to consolidate its influence in Parliament and advance key policy priorities ahead of the next electoral cycle.
As the budget process progresses and debate on the Sovereignty Bill intensifies, attention now shifts to Parliament, where the proposals will be scrutinized and ultimately shaped into law—decisions that could significantly influence Uganda’s economic and political trajectory.
