The Uganda Communications Commission (UCC) has released a public notice addressing growing concerns over the duplication and uncoordinated installation of utility poles across the country, particularly in the Greater Kampala Metropolitan Area.
In the notice dated January 23, 2026, the Commission acknowledged complaints from both government entities and the public regarding the untidy deployment of fibre cable infrastructure. The proliferation of multiple poles by different service providers has not only created visual clutter but also raised concerns about safety, planning, and efficient infrastructure management.
Directive to Streamline Infrastructure Deployment
In response, UCC has directed all telecommunications stakeholders to streamline the installation and deployment of infrastructure. The move aims to reduce congestion, improve coordination among service providers, and enhance the overall appearance of urban environments.
New Framework for Fibre Installation
To strengthen compliance, the Commission has introduced a Framework for Optical Fibre Installation, Maintenance, Protection and Disposal, which took effect on January 1, 2026.
Under this framework:
- Operators must obtain approval before deploying Optical Fibre Cable (OFC).
- Infrastructure rollout must follow coordinated and standardized procedures.
- Safety and efficiency are prioritized in all installations.
Role of Local Governments Emphasized
UCC highlighted the critical role of local governments in ensuring proper urban planning. Telecommunications infrastructure is expected to be integrated into road construction and other civil works.
Operators are also encouraged to:
- Deploy infrastructure underground where possible to improve safety and preserve city aesthetics.
- Take precautions during civil works to avoid damaging existing fibre networks, which could disrupt services.
Commitment to Orderly Development
The Commission reaffirmed its commitment to working closely with government agencies, local authorities, telecom operators, and other stakeholders to ensure a well-organized and future-ready telecommunications infrastructure across Uganda.
