KAMPALA — The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has directed the Departed Asians Property Custodian Board (DAPCB) to present a detailed asset inventory outlining all valued properties, those repossessed, and those disposed of over the years.
The directive was issued after the Board, led by its Executive Secretary, George William Bizibu, appeared before the committee to respond to audit queries for the financial year ended June 30, 2024.
According to the latest report by the Office of the Auditor General, DAPCB does not maintain a comprehensive asset register, raising concerns over accountability and transparency in the management of properties under its custody. The report notes that this gap persists despite earlier government plans to rationalise the agency.
COSASE members tasked Bizibu with providing a complete and updated inventory of all properties under the Board’s control, including those that have been repossessed or disposed of, as well as their current status and valuation.
Additionally, the committee directed the Executive Secretary to furnish a list of properties donated by the Minister in accordance with the provisions of the governing Act.
Lawmakers emphasized that a proper asset register is critical for safeguarding public property and ensuring compliance with public finance management laws.
The Board is expected to submit the requested documentation to the committee for further scrutiny.
