KIBOGA, Uganda — February 23, 2026 — Shock and grief have gripped the community of Kiboga District following a fatal shooting at Kiboga Central Prison that left three people dead and triggered a nationwide manhunt for the suspect.
According to preliminary reports from the Uganda Prisons Service, a prison warder identified as Moses Anguyo allegedly opened fire at the prison barracks at approximately 10:00 a.m. on Sunday. The shooting is said to have occurred shortly after a routine supervisory inspection.
Casualties Confirmed
Authorities have confirmed three fatalities in the incident:
- Assistant Superintendent Hope Catherine, Deputy Officer in Charge
- Principal Officer I Akishuri Bright, third in command
- Sarah Ayebare, the spouse of the Officer in Charge
Several other individuals were reportedly injured and rushed to nearby medical facilities for treatment.
Suspected Trigger Under Investigation
Early accounts suggest the suspect had been reprimanded moments earlier for allegedly using a mobile phone and chatting on WhatsApp while on duty — conduct that violates prison regulations. Investigators believe the warder may have followed his supervisors before opening fire.
Officials caution, however, that the exact motive remains under investigation.
Suspect on the Run
Security agencies have launched a joint manhunt after the suspect fled the scene. Authorities say the firearm used in the attack has been recovered, and security has been heightened around the prison and surrounding areas.
The Uganda Prisons Service has urged members of the public to report any information that could lead to the suspect’s arrest.
National Concern Over Prison Safety
The incident has raised fresh concerns about internal security, staff welfare, and firearm control within correctional facilities across Uganda. Officials say a full investigation is underway, and further updates will be provided as more details emerge.
